Back where we started

Got a call from my son's case manager @ school last Thursday.  She wants to have  a PPT to talk about his program @ school; changing it maybe?  I can't remember.  Was out of the office & couldn't take notes.  Anyway, that is tomorrow.  Gotta tell my husband that I'm bringing my son into school tomorrow.  My blood pressure rises just thinking about it. 
Got a voice mail from his English teacher today as well. Although he's been doing pretty good on quizzes & tests, he has not done ANY homework, though she's given him extensions.  ARRRRRRGH! 
Well, I had to pick him up from school today, so I confronted him about alll this.  He still denies lying to me, although he says that he's done all his homework & that he hasn't done his homework @ the same time.  It can't be both ways!  I told him I didnd't want him to fail English again, let's get this stuff done, if you need help then ask for it; I'm even willing to help.  We're all trying to do our part & he needs to do his.  "I guess....whatever..." is every freakin' answer.  I'm soooo tired of going around in this circle again. 
Is it supposed to go like this?  Aren't they supposed to shape up when you get them the help they need?  What the heck???
I don't know what else to do.  I've taken away TV tonight.  But I don't want this to turn into what it was like in 8th grade--taking away every.single.thing. until there is absolutely nothing but him sulking on his bed, sitting there, doing NOTHING.  We can't go on like this!
