Any Fashionistas Out There?

I haven't bought a dress in YEARS.  Like.  I don't know.  A decade? No joke.  I have a few long hippie dippy skirts that I love, but I need a for realsies dress to wear to the 40th anniversary party for my husband's parents.  They are going all out for this party and I really don't want to show up under dressed.
I have some serious problems, though.
First:  I have no idea of what sort of dress would be most flattering.   I'm short and ... fluffy?  Not *fat* per se (Ok maybe a little fat) so I'm guessing I need to sort of take notice off my not-exactly-firm arms and my-less-than-tight tummy.  Let's put it this way: 5'3" and size 12.  (ouch.)  Can I even get away with a dress at this point? *sigh* (Hello, just hand me a burlap bag and a belt and we'll call it good.)
I've heard "empire waist" and "baby doll style" tossed around but I only vaguely know what that means. 
Second:  I don't even know where to buy dresses.  We live in a very rural area so as far as going somewhere to buy dresses, it means driving an hour or two away to get to "real" stores (something besides Walmart/Kmart.)  I don't mind making the drive, but I'd like to have some clue of where I'm looking.
Can anyone help in /any/ way?

Well I live in Uk but here some shops have their own personal shoppers who come free. It\'s the store\'s way of getting their stuff sold. Maybe something similar over there? Try searching it on internet?
