The Buffalo News Tobacco Cheap Newport Cigarettes and alcohol advertisers should voluntarily remove billboard advertising near Buffalo schools and churches because of concerns they're seeking customers among poor inner-city residents, a Common Council member said Wednesday. Collins. The Collins request is a less restrictive version of a proposal he submitted last February that would ban tobacco advertising on billboards and other media within the city. Collins said the City Law Department advised him the outright prohibition of tobacco advertising would violate the companies' First Amendment rights. It was the recent furor over the proposed Uptown and Dakota brands of cigarettes that helped prompt Collins interest in the problem. The Uptown cigarette was aimed for urban blacks while the Dakota brand was intended for poorly educated women. "You ride through the inner city and almost half the billboards you see advertise alcohol or cigarettes." It also would allow the states and local governments to place additional restrictions beyond federal law regarding the promotion and sale of tobacco products. "They're motivated by the money and they have no conscience about the down side of their actions."
