This is a tough answer to question. would have to narrow the playing field to something more specific than "THE WORLD." I the context of this discussion and the players, I would say... for me: 2 when it comes to honesty. 0 when it comes to openess. Why the charade?
In response to the question, itself, I think the "world" can never be taken as a whole. What are the active interests, who's calling the shots, what are the stakes in any given situation? It's much more complex and complex than the question can possibly address. I think that 95% (or more) of the world hasn no clue nor the ability to react to reality at any given moment.
You pose good questions that probably each of us should answer for ourselves, I knew a guy, kind of a self-appointed sheriff of a neighborhood; he looked a little like Kramer from the old Seinfeld show. He asked similar questions and know one ever knew why. Anyway thanks for your input.

Easy enough to be cynical in this world, but I see lots and lots of real caring out there. It's quiet.....you have to look, but it's there.
