I wash my hands after handling money - you never know where it's been! And when I return home, one of the first things I do is wash and dry my hands, because I never know what I might have touched when out, and then forgotten about, like door handles and railings and even dogs and cats. No, it's not germaphobia, but just a good precaution to take, especially during cold and flu season.
The absolute best way I know of for cleaning my hands, and under the nails as well, is to work the shampoo through my hair extra-well when I wash my hair every morning. This seems to work better than just plain hand-washing or even soaking my hands, for removing all dirt on my hands and under the nails.
Joking aside washing our hands like you described is the best way to prevent infections from getting into out bodies. I probably was my hands more than a dozen times a day just to be safe. Of course then I have to use a moistureizing cream to help with the dryness as well, I have extremely dry skin.
I do though wash my hands pretty regularily. With working full time(being in public),a full house load of kids(lots of germs there too),I'm still pretty careful on ensuring cleanliness.
