Memorial Day isn't so much a federal holiday as it is a state holiday that every state celebrates.
Yes, there is a national Memorial Day, but its reach only applies to federal employees and citizens of Washington D.C.
So if you have today off, it's likely the result of a local law passed at some point in your state's history. Nowadays it's a pretty arbitrary distinction, but back when Memorial Day first started, it meant a lot of states skipped the event altogether.
After all, Memorial Day started as a way, primarily to honor the fallen union soldiers of the Civil War, and you can understand why many states in the south didn't make it an official holiday.
They weren't exactly eager to celebrate those who "united to suppress the late rebellion" as Logan put it.
That changed after World War I, when Memorial Day became more a day to celebrate all fallen soldiers.
