Yes, with a good plan, there is some assistance available, in the way of low/no interest loans and tax breaks! Also if there is a college/university in the town, you can get students to do feasability studies as a paper in some of the business courses!
The thing that I didn't like was that you had to give 3 possible names to register your company under.....I hope that may have changed, since I had peers setting up......

Yes. This economy has put a strain on many new businesses though.

I don't know since I have never started one. I would think it's harder now though given the economy; you probably have to show a really strong presentation to any bank you try to get a start up loan from and would need to be very carefully planned out to make sure you can turn a profit as soon as possible so you don't wind up going under too quickly.
