I always wonder why the cops don't check out all the cars leaving those parking lots too!

Consumption is legal up to a point, which may vary by state. Also, it's legal to go to a bar and not drink, and those people who choose this route would also need a place to park, unless they lived nearby.

So maybe install a breathalyzer near the safe where you keep everyone's keys, and if they pass, they get their keys back? :)
