There's nothing wrong with the initial feelings of guilt from the Holy Spirit that prompts an individual to turn to Christ. That prompting is usually at a very low point in a person's life, and although it can be at a very painful period, those feelings of guilt produce repentance and is a life-changing event. Therefore, those feelings of guilt are the best thing that could ever have happened to any unsaved sinner. But if it persists after repentance then there is a problem and it's not from God - the enemy can have a field day with this!
But in the born-again Christian, God is concerned about the sins that we may commit on a daily basis, as it prevents a deep relationship with him and prevents growth in Christ. This is why one of the roles of the Holy Spirit is to convict of sin so it can be dealt with. My pastor used to say that a born-again believer should be concerned if they are not feeling guilty for; lets say stealing a bag of potato chips from a store.
Jesus paid the price of all sin with his blood on the cross, as blood had to be shed to atone for the sin, so all we have to do is, apologize for acts committed against our fellow human beings and then ask God to forgive us by the blood of Jesus. In doing so we should see the debt as being paid and be free from allowing false guilt to enter that situation again.
Just my thoughts about true guilt and false guilt.
