I'm about to begin checking out the availability of any assistance putting up a few rails round the house. I could just get a tradie in but I think there might be some financial/practical help out there somewhere. I have a few leads and will let you know how I get on.

What I have discovered so far.... there is a govt body in NSW called Home Maintenance and Modification Service and I will ring them tomorrow. I have been told that they are understaffed and response time is less than ideal so I dont have high expectations at this stage.

Good luck with it-let us know how you go. We have a below ground swimming pool and I would love to have a railing put next to the steps. I don't need it yet but think that it would be good to do "just in case".
