There is more than one way to say no. For example, turning and walking away from someone is a way to say no, though it helps to be sure you are walking towards somewhere safe, such as where other people - potential witnesses - are located, just in case the person you are rejecting tries to physically harm you or steal your property.

I like to say no. When the grandkids need babysitting too often-NO. ( Of course I give a reason and am nice.)
Would you like to make dinner- NO. Would you like to take the car in for an oil change-NO. Would you like to shovel the driveway- NO.
No, I'm unavailable today, and stick to it.

No, and don't ask again. (and that sounds "snooty", but I have had some people who are aggressively persistent, and especially those blasted telemarketers, that will not stop sometimes until I get nasty with them, before hang up the phone in their ear. Anyone ever encounter rude, aggressive, telemarketers on the phone?)
and, always, if someone is offering something I don't want or need, or inviting me to participate in something that I'd rather not, just a simple, "No, thank you" with a smile will generally suffice.
Most people are not persistent; most will accept no as no and let it go at that.
Then we run upon those few who cannot accept "no" for any answer. Then, it's time for good old boarderline assertiveness/aggressiveness, trying to cross the delicate line between being assertive and being a b***h, which sometimes sounds like both. hee hee
