I personally have a very difficult time in large crowds. I don't like public restrooms. And so on!
The problem I have is the idea of what is in fact "normal". Most people aren't afraid of electrical outlets, but they are afraid of spiders. Your odds of being killed by an electrical outlet are vastly higher than being killed by a spider. But "normal" people aren't afraid of electrical outlets. If you went to the doc and explained you were afraid of electrical outlets, you would be on meds before you got out the door.
So now, someone gets severely shocked and they are now really careful around electrical power. Are they hypervigilant? Or did they figure out that electrical outlets are actually kind of dangerous.
Of course, anything can be taken too far such as being so afraid of electrical outlets that you remove all electricity from your house. But I don't think we're talking about that extreme here. And, of course, the guy who finds a black-widow in his shoe by putting the shoe on and getting bitten is probably gonna be "hypervigilant" too.
I think it is good in some ways, we are less likely to get mugged, for example. I'm always very aware of the people around me while walking on city streets...most people are not. And I keep weapons at the ready in my house...that could save me from an intruder someday.
But being constantly on alert takes its toll on me. It's very, very hard to relax most of the time. We need to relax and feel secure in our homes to be healthy. Too much stress is toxic.
