I'm not really sure what your basement consists of but is there a way of avoiding him, or putting a lock on your bedroom?
When the construction is complete will you have like an apartment to yourself and would this stop your brother from getting in?
I think what I'm trying to say is when all the work is done will you be safe or triggered constantly, will you be safe?
If you don't feel safe have you told anyone? Like your dad?
If there are no shelters is there any other way of getting out maybe getting your own apartment? It just sounds like he is mentally abusing you and living in fear either from PTSD or the mental abuse and this has to change by either getting out, fronting him or if your apartment is safe when completed staying there. My gut feeling is try and get out. A bit of a random post sorry but for me safety is my top priority.

I can understand the depression your in a bad situation for now, but just try and think of when your apartment is done you will be safe and try and avoid him as much as possible now. Don't let him spoil your future your better than him. If all he can do is intimate you then he is a low life, you already know that. Stay strong and keep posting whatever you feel. Writing what you feel is a realise and just knowing someone can hear you can help the depression, think positive and of your future apartment.
Take good care
Get a journal and write out things that you can do to be away from the house until it is done. Maybe just going to a movie, having a cuppa coffee with a friend.
Go shopping. You don't need to purchase anything, maybe try on something really expensive that you really can never ever afford - pretend that you can afford it and have some fun.
take the pets for a walk.
Just a few ideas. If you write them out, you don't have to remember them and new ones can be written so they are not forgotten.
Choose one each day and be sure to actually do it.
The time may pass faster.
