I bought The Dark Night, yesterday. I watched it last night. I saw that the city of Gotham was in a state of depression. All the government resources were stretched too thin to have adequate police and other services. Part of the reason there was so much corruption, is people did not make enough money to fill their basic needs.
The other side of the coin, Bruce Wayne holds a huge amount of the assets of the City. He could take the whole Russian Ballet Troop on a cruse. He is a multi billionaire while the rest of Gotham can't even scrape by. The Wayne fortune is multi generational. That means generations of children, growing up in poverty conditions. When there is poverty, there is an increase in mental disorders. The Batman is fighting against himself.
The Joker sees Gotham as it really is. He is a child of the environment that was created by the Wayne Dynasty. The Joker wants to destroy everything, including the Batman. As long as the Wayne dynasty rules, and Batman supports the status quo, nothing will ever get better. The Joker is a criminal genius, but he may not realize why he is doing what he is doing, but he knows by instinct that violence is his only action to change things. He will use the corrupt infrastructure to destroy a place of total evil, an evil created by the Wayne dynasty.
The war between the Joker and Batman will always continue. The Batman can't even really kill the Joker. The Wayne dynasty has created a system where there will be a dozen more to take the Joker's place.
The best way to end the Joker's rain, is for the Wayne dynasty to stop giving money to museums, hospitals, orphanages, and start letting the citizens of Gotham determine their own economic futures. The people of Gotham can keep the other things going. With worthwhile employment for all those of Gotham, no one will risk their jobs on corrupt deals. There will be the tax base to properly support adequate police and other services. Civilization would come back to Gotham, and the Joker's power will be severely limited.
As long as the Wayne dynasties uses it's rain of economic terror, Gotham will be perpetually in a state of violence.

Bruce Wayne has put pressure, by using conservative talk radio, to get the governor and the mayor of Gotham City to refuse any stimulus money. The money would empower the people of Gotham and undermine the authority of Bruce Wayne. A beat down economy keeps labor and resources cheap for Wayne Industries.
Bruce Wayne and Wayne industries does not want to admit how much money they have received under the TARP funds.
If the Federal Government does not step in, Gotham can only depend on the Joker to put everything right.
