Only using it to fall asleep is a pretty small amount of the time compared to the rest of the day (and night after it falls out of their mouths). My 26-month-old son has used a pacifier only for "sleepytime" since he was a year and has no problems whatsoever in his development. He's beginning to lose interest without a battle, and I think he'll quit using it on his own.
Young toddlers often need comfort objects to feel secure. Please ask yourself why it's so important to take that away from a child who is still quite young.
