5yo that just wont go to bed early!!!

My son from day dot has been really hard to get him to go to sleep at a decent time. The earliest I've been able to get him to sleep is 9pm. He's just started school and he's been averaging 10.30pm. It just cann't go on like this. Was just wondering if anyone has a child that is a night owl and they have managed to get them to bed at a normal time. I have tried many things, but it's really starting to try my patients.

Today is my 25th birthday, to my somewhat lack of surprise I can see already no one really seems to care. I've always been the kinda person to make sure that everyone I Care about feels appreciated and knew somebody had their back. I can count 4 times this year when I Went out of my way to make sure a "friend" felt good on their birthday, especially if they got left hanging. Its early in the...
Also, because she doesn't get enough rest at night she doesn't want to get up for school and she's tired. So therefore, we're both late to school...
What I've been doing is setting small and cheap rewards for goals...one that we have is if we get to school 15 minutes early for the both of us, then we would go for pizza. Cici's is what we have here and it's cheap. She loves it.
Also, if she goes to bed on time, then at the end of the month we'll go to a movie or rent some movies...have a friend over.
We've been doing it for a few months now, and oftentimes at the end of the month she'll just say she would like to stay up until 10 on a Friday night...which is priceless. Or extra 30 minutes on tv time or something of that nature.
We do not do rewards often and especially for things that should be done already, but it's almost to a point where she's tired and she wants to go to sleep. We are exercising more...parks in the afternoon, walks around the lake, etc.
