Obsessive-compulsive disorder (OCD) is a psychiatric disorder, more specifically, an anxiety disorder. OCD is manifested in a variety of forms, but is most commonly characterized by a subject's obsessive (repetitive, distressing, intrusive) thoughts and related compulsions (tasks or rituals) which attempt to neutralize the obsessions.

Before I am thrown to the wolves, consider the question for a moment. In our society there is a "disorder" for any and every kind of mental instability. All we have to do is pick which ones describe us or our problems and, VOILA! the cure is just a little pill away.
But in the larger scheme of things, each of us is holding rigidly and obsessively to an ideal in our heads. Is your need to have all the lights on in the house at night, the same OCD as my need to have zero dog hairs on the floors? What about the unavoidable curses that accompany a delay in the daily schedule? What about INSOMNIA?!
Of course we must all be officially diagnosed with anxiety by a proper psychiatrist. But what if we already recognize that there is a problem, only we deal with it the same way we deal with everything else - OCD style - we think of it as an excuse that we are making, and it remains at the forefront of our actions and emotions.
In essence - How many undiagnosed OCD sufferers are out there, that have asked doctors about the details, and remain untreated because there are a million excuses for a frantic state of mind? Right? Just food for thought...

theatre and I are there already. I'm having a very berry tea with crackers, cheese and cherry tomatoes and she's having a joint with some beer and we're both on really comfy recliners on thick pile carpet. we need some help with the decor if anyone is around??
Even with knowing we have ocd medications can help it but never cure it and what helps for one makes it worse for others...
Complusive anything can make it so stressfull to live but we ocd ppl live with it each day to the best that we can.
But us ppl with ocd know its not and its hard to tell no believers of this disorder what its fully really all about and why we do things over and over. As we ourselves never know many times we just DO IT.
How the hell am I using OCD as an excuse for anything?
Now perhaps what you're talking about is really more OCPD. People who need everything to be organized, cleaned, or done in their way. For this, I can't say. Sometimes I think this is just perfectionism and stubbornness. These are personality traits. That's why OCPD has "personality" in the name. I don't feel that a person's personality traits should be classified as a disorder. We can't fix those. There is no pill that is going to alter the personality with which you were born. But again, I have no idea. I don't give a crap about whether or not things are done my way or where everything is on a shelf.
So perhaps none of this is what you meant. It's really hard to tell. But either way, you're right that that is an issue that will provoke a response.
