You can however test after a trigger, say at 12 days, get a negative when in fact you are pregnant. It just means the trigger has worn off but your own bodies hCG has not kicked in enough to be detected on the HPT.
So, to answer your question, yes it can be normal to have a negative HPT at 12 days past trigger shot.
