When I see the words "dieting and exercising" I think what do you mean by "diet" and what kind of "exercising"?
If you are trying some weird diet, most times you may lose some weight that may be just lost muscle mass and water and then after the diet you gain all of it and more back.
If you want to clean up your eating pattersn by eating cleaner, that will help your body much more even if you don't see a difference on the scales quickly.
When you say exercising, I would hope that you are doing a good amount of cardio. By good cardio, I mean activities that get your heart rate going and for a length of time. Try some spinning classes or get on the bike, eliptical or treadmill for a min of 35-45min at a time for at least 3 times a week. That's what's going to get at that fat on your body. You need to get your total body fat percentage down and with time, that belly should dwindle.
As for exercising and gaining weight; muscle weighs much more than fat, so you may be replacing the blubber with muscle and that's a very good thing.
Why?
Because muscle burns more calories than fat. Fat just kinda hangs around and annoys us. So be sure to get in a couple days a week on the weight/strength training.
If possible, you could take a few sessions at your gym with a trainer. The trainer will be able to help you put together a good routine that suits your needs and abilities.
Don't forget that you want to change up your exercise plan about once a month or so; don't let your body get used to the same old, same old because it will stop working.
Last, drink lots of water as it's been proven to aid in weight loss.
Stay positive and be patient with your body. It may be stubborn, but you can be more stubborn.
Stick to your plan and with time, you will lose the fat and be in much better health.
