Hi my ex owed >30,000+ in back child support...plus 10,000 plus in interest and several thousand dollars in medical bill arrears (which in wisconsin do not earn interest) he just was forced to make payment over a lien... and they applied it to his general arrears ie not the interest accrued (which unlike a credit card does not accumulate interest) nor to his medical arrears (which again sit not earning interest) is there any law about what order this is all pd in..... I think he should have had to pay the interest and/or the medical arrears first
