  Hi, I'm the one who sent you to the http://www.pparx.org/ website. Please let me know how you make out. Maybe if that doesn't work out we can come up with something else. There is probably a lot of red tape involved, but don't let that stop you. Just take it one step at a time. It sounds like a pretty heavy load you're carrying without a lot of support. Keep reaching out. Even if my suggestion doesn't pan out there is always something else to try.
