Can't DS effectively BAN IP Addresses?

No. Several reasons, but the main reason is because of what is known as DYNAMIC IP Addressing. In the OLD days, every computer always used the same IP Address (STATIC IP ADDRESSES) so it worked OK then but they started running out of IP addresses so they developed DYNAMIC.
With Dynamic, an internet provider is issued a 'block' of IP addresses. From that block of IP numbers, when a customer connects to the service they get one of the IPs. It is good until they disconnect and then it goes back into the 'pool' for someone else to use. The next time you boot up your computer (or connect to the Internet) you get a different one. That reduces the 'demand' for IP addresses. Now, .. a lot of people leave their computer's on for weeks, .. so there are some other 'schemes' such as NAT routing .. but it is a little difficult to explain. Point is, banning by IP address doesn't work anymore for these and other reasons.
There is 'today' really no way to keep anyone off of a website or 'know' exactly who is visiting a website. There is some 'technology' that might work SOME DAY. There are fingerprint readers corporations can put on their computers so that only an authorized print can boot up .. so some day something like that MIGHT work but it is a ways off. Also, face, eye recognition .. but there are gaps in the final plan as you can imagine.
IF DS charged for their services (credit card) .. when they banned someone they could also ban that credit card number from being used to create a new account .. and the 'villian' would have to use a different card each time ... that would help 'some' but DS is not likely to charge for membership. Opens up too much 'liability' for them to do that. Also, it has been brought up that DS could require a credit card in order to get an account but not charge anything on it .. just verify it. Problem there is they want to market to 'everyone' which includes people without any credit or debit card such as teens, third world countries, ETC. Providing their 'service' for ALL is the factor there
