Have no idea how it works or much it is but will check out more details.

  Basically the Proxtalker is a speech synthesier that you can place pictures on and it speaks them.
  
  Ideal for people with children learning to communicate via symbols and building sentences and people with learning or literacy difficulties.

For People who have severe speech difficulties and use AAC (Augmentative and Alternative Communication) such as signing, symbol books, or Electronic devices such as Lightwriters, Dynavox etc.
