eSpeak is a compact open source free software for Windows

The Click n Type on-screen keyboard also has speech abilities as well as word prediction and keyboards for users of scanning software.

OATS (Open Source Assistive Technology Software) has a list of FREE programs some of which also work on Mac's as well as some for Eye Gaze hardware and scanning users. There's even one that allows you to use mouse keys only to input text via morse code!
