In our 'Resources' topic you will find several good links; be sure to read all the way through the list, as there are many types of missing persons, and I don't know which type of missing person your sister is.
I will try to provide further ideas when I am less pressed for time; I am using a computer at a public library that automatically shuts off at the end of each hour of use, and I am restricted to just one hour of use a day. Sorry about that.
