whatever it is, it is Falling, my daughter has one similiar she took last year that was Climbing...a local Cop caught the same photo...not sure what it could be

it is a spirit drawing energy off of a light. Very rare to see,but extremely awesome when you capture it!!
Notice the other parts of the photograph are clear,so it cant be that the camera was moved..
