Imagine a rational world where laws were crafted based on what is reasonable and effective.

But it's difficult to win elections by being rational. It's much harder to sell newspapers and TV newscasts that way, when sex, fear, and/or the fear of sex is much easier to sell.

The use of the word sane when referring to sex offender registry laws - even in California - is a relative thing, considering the general state of such laws in most other states.
