Dry eyes + dark rings?

Are dark rings below the eyes related to dry eyes? I'm 29 and have had dry eyes for some time now. But my dark rings have been with me, like, since forever. My lower lids are a big saggy with white spots and they've been grey pretty much all my life. What is wrong? Are these two conditions related, or are they exclusive? I've tried reducing the dark rings to no avail .

I've had dark "circles" under my eyes for forever as well. I think it is partly related to not getting good sleep. And part is allergy-related for me as well. But i do think the dry eye syndrome has something to do with it as well. I use a concealer under my eyes when when i want to "dress up" but not every day.

I've always had dark circles under my eyes was always told it was a vitamin deficiency. Which one I don't know....
I also have dry eyes and have Sjogren's
