My daughter is two and she still doesn't talk very much. She can talk and uses lots of sign language but she still babbles, makes up words, doesn't speak clearly or simply just whines and points. I am not sure if this is normal for her age but her doctor said she's fine because she completely understands what others tell her. Is he right?

How many words does she have? 50 is about average for a two year old. At this age, the concern is not on articulation, but what she is trying to say.
Is she making a variety of sounds? Does she answer questions and follow commands. Does she put words together yet? Does she have a word for drink? I am a developmenal evaluator. I assess kids for developmental delays. Please let me know if I can help! :)

For full words she can say; 29 words. For half words or using sounds she can say 11 words. She recognizes flash cards, knows all her body parts and knows 8 words in sign language. She also humms along to her ABC'S, Twinkle Twinkle Little Star and Rock A bye Baby. She knows all the motions to Wheels on the Bus. She makes lots of noises and she listens as well as a typical two year old I suppose. She doesn't put words together. She gets some things backwards though like hot and cold and she sometimes says yeah when she shouldn't. I'll take all the help I can get so thank you.

29 is pretty good.
At this age, articulation is not the priority. If she says "cu" for cup, it counts as a word. As long as she is using that particular combination of sounds to label that specific item. It sounds like she has some nice skills. If you need any ideas for specific words, let me know!! :)

Headstart for next year will be determined in march or april. Get her signed up as soon as possible.
They have headstart for 3 year olds, not just 4 yo. I kept telling our Dr. that my boy wasn't talking enough, he kept saying wait and see, dont worry. In June he finally gave me a referral for speech test. He tested almost a year behind and the Speech therapist said to get him into Head start to help with speech, and socialization. ( hard to socialize when you don't talk to other kids. They would walk up and say hi, he wouldn't answer, so they walk away) I went to sign him up and was told Headstart is full now, because you have to sign up in April. So much for early intervention. I finally found him a spot in a private school 3k program, and he is improving. He is behind in speech, socialization, doesn't know his colors. ( I didnt know how to teach colors when he won't repeat after me.) He is on target in comprehension, and can carry out instructions and understands everything,however,

Well I'll look into head start for three year olds around here and continue to try and stay positive. My only other question is why does she confuse hot and cold?

Can she say both words?
Has she felt hot and cold things(ice cube, hot food, etc...) Has she had a lot of repetition with these concepts? Are there similar concepts that she confuses? If it was my child, I would keep a word list on the fridge. She should be learning at least a few new words a week, and retaining the ones she has. If you don't see a steady stream of words, you should be able to have her evaluated at no cost to you.

Yes she can say hot and cold and she gets showed and feels examples of both many times a day. The only other concept she kind of gets confused is the right time to says "yeah" and she can't quite say no. I've been doing flash cards with her for a very long time and it doesn't seem to change her vocabulary any. Once a blue moon she may say a new word but then I never ever hear it again. Where would I ask around to get her evaluated because her doctor doesn't think she needs it?

got my grandson in to see another speech therapist. He will be going twice a week for awhile. It is esimated he will need it for a year.
On the biright side. My daughter was diagnosed as needing speech therapy when she was 4. By 5 she was doing great, She has always been a socialite, and never had any real problems stemming from the delay. At 5 no one could tell she had ever had a problem. She's 20 now. The delay's worry us more than it affects them in the long run.

My 3 year old get blue and purple confused. I'm not sure if she's colour blind or just isn't sure that blue is called blue and purple is called purple but can see them just fine.
Clare has always been ahead in her language development, but I just make her say the word and have for ages. If she tries babbling I say: "I can't understand you." I've done that since she was just on 2. That your daughter can use sign language is telling: She has the cognition, it's just easier to do that than to try and talk. I think you should now begin to insist that5 she uses the word instead.

I have a little bit of the same concern as Ethan says about 10-15 words but hardlyever says them. He has shown to be smart in other ways. Remember, and you can google this, many genious' did not speak early. I think Einstein did not speak til 3, people thought he may be mentally retarded! Clearly, they were wrong.
